OVERVIEW

Delaware & Lehigh National Heritage Corridor (DLNHC) in collaboration with the Pennsylvania Department of Conservation and Natural Resources (DCNR) invites qualified firms to respond to a Request for Proposals for facilitation and preparing a strategic plan for the Lehigh Valley Greenways Conservation Landscape (LVG CL). Respondents shall submit one (1) digital copy online at Lehigh Valley Greenways Request for Proposals – D&L – Delaware & Lehigh. To be considered, proposals must be received electronically by 5:00 p.m. EST on April 10, 2026.

Cutoff for Written Questions March 27, 2026 by 4:00pm
Proposals must be received electronically by April 10, 2026 at 5:00 p.m. EST
Responses will be reviewed April 13 – May 8, 2026
Interviews will be scheduled to take place between May 11 and May 22, 2026
Selection of consultant and notification will take place The week of May 25, 2026
Project begins June 1, 2026 – must be completed by November 30, 2026

 

RFP Questions and Answers

Any official questions and/or clarifications shall be submitted using the “QUESTIONS” form, on or before 4:00 P.M., March 27, 2026. Questions raised after this cut- off will remain unanswered.

A correction was made to the dates listed under Section 1 General Information. To confirm, the RFP timeline is as follows:

  • Proposals must be received electronically by: 5:00 p.m. EST on April 10, 2026
  • Responses will be reviewed: April 13 – May 8, 2026.
  • Interviews will be scheduled to take place between: May 11 and May 22, 2026.
  • Selection of consultant and notification will take place: the week of May 25, 2026
  • Project begins June 1, 2026 and must be completed by November 30, 2026.

Will consultant selection interviews be virtual or in person?

  • Interviews with consultants will be held virtually between May 11 and May 22.

Who is the internal lead for the LVGCL and does this person serve as internal lead for mor than one or multiple Conservation Landscapes?

  • The internal lead for LVGCL is Rob Neitz. Rob serves as Center Manager for Jacobsburg State Park, and is employed by the PA Department of Conservation and Natural Resources/Bureau of State Parks. Rob does not serve as internal lead for any other Conservation Landscape in Pennsylvania. 

RFP page 8 mention integrating workplan from annual retreat. Can you please supply this workplan now and let us know the number of individuals who attended the most recent annual retreat?

Do you expect that future levels of funding from DCNR to remain the same or nearly the same for the next 5 years?

  • Yes. We anticipate funding from DCNR to remain relatively the same for the next 5 years.

Is there any type of formal “charter” or “organizational rules” of the LVGCL ( or all the Conservation Landscapes organizations) that governs how the organization operates? If so, can you please share them with us?

  • A formal charter or set of organizational rules does not currently exist for LVGCL. To my knowledge, it does not exist for other Conservation Landscapes.  

What is your expectation / request regarding in-person meetings vs. virtual meetings. Given the limited budget, we suggest that most of the meetings be virtual, however, we want to understand your expectations. Specifically:

a. Coordination meetings with co-leads – virtual or in person?
b. Three Steering Committee meetings – virtual or in person?  First one in-person preferred. 
c. Meetings with CL Partners including focus group – We assume virtual. 

In order to provide flexibility within the budget and scheduling, we prefer to conduct the meetings between the consultant and co-leads virtually.

We prefer to have a kick-off meeting with the Steering Committee in-person, while the following two meetings can be held virtually. 

The focus groups, including interviews with 5-10 leadership level stakeholders, can be held virtually. 

RFP page 8 – Coordination & Input – third bullet mentions “survey” “…. Including focus groups and survey” Is the scope of work requesting / requiring a written survey be sent to partners / agencies that might be funded – to obtain feedback?

  • Yes, we anticipate utilizing a survey in order to gather feedback across the broader partnership related to the function and ultimate aims of LVGCL.
